Madagascar Minimum Wage Update 2026: New Rates and Contribution Ceiling Increases Effective 1 October
Décret n°2026-1358, signed on 2 June 2026, introduces an increase to the national minimum wage and statutory contribution ceilings for the non-agricultural sector in Madagascar. These changes take effect from 1 October 2026 and replace Décret n°2026-1352.
Legislative Summary of Changes
New Minimum Wage Rates
The decree establishes new monthly minimum wage rates for the private sector, effective 1 October 2026:
- Non-agricultural sector: 315,000 Ar per month.
- Agricultural sector: 320,000 Ar per month.
These rates replace the prior minimum wages and apply to all private sector employees.
Statutory Contribution Base Ceiling Updates
The new minimum wage rates trigger updates to the minimum and maximum contribution base ceilings for Social Security (CNaPS), Training Fund (FMFP), and Health Insurance (SMIE) contributions:
- Minimum ceiling: updated from 300,000 Ar to 315,000 Ar, aligned with the non-agricultural minimum wage.
- Maximum ceiling: updated from 2,400,000 Ar to 2,520,000 Ar, calculated at 8 times the non-agricultural minimum wage.
Important: Sector-Specific Minimum Wage Rates
Note that the agricultural sector minimum wage (320,000 Ar) exceeds the non-agricultural minimum wage (315,000 Ar) by 5,000 Ar per month. Employers must ensure employees are classified correctly by sector for accurate minimum wage application and contribution ceiling calculations.
Scope and Effectivity
These new rates apply to private sector employees only. Décret n°2026-1352 and all prior conflicting provisions are repealed. The rates take effect from 1 October 2026 and may be revised thereafter.
