The Ministerial Order No. 3Q/CAB/MIN.ET/EAN/JDO/8/2025, signed on 05 August 2025 in the Democratic Republic of Congo, updates and complements the earlier Ministerial Order No. 095/CAB/MINETAT/MTEPS/01/2018 of 17 August 2018 regarding the employer contribution to the National Employment Office (ONEM).
Under Article 1 of this Order, the ONEM employer contribution rate has been amended, increasing it from 0.2% to 0.5%, while all other provisions of the 2018 Order remain unchanged.
As provided in Article 10, the Secretary General for Employment and Labour and the Director General of ONEM are responsible for implementing the Order. The change is effective from the date of signature, 05 August 2025.
